You have created most of the alphabet you need, the whole thing is found here
The upper letters are the letters in the message the quest gives you. You then look up which letter in the lower alphabet matches it.
Like the quest says "ACO", the translation would be "BAD". Once you have tranlated the whole sentence you send it to Marsh

You have half of the alphabet needed to translate the message. In the quest you actually have to send the translated message to Marsh, not the cypher.
If you are unsure how to use the cypher-alphabet to translate the message please take another look at the FAQ, I have explained it there :)
C A R O L M N P Q S T U V W X Y Z B D E F G H I J K
A B C D E F G H I J K L M N O P Q R S T U V W X Y Z
Now arrange A B C D....X Y Z below that, make sure each alphabet is arranged directly under the one above ie, A right below C, B below A, C below R...and so on until you have them all spaced out evenly. Now take the letters from the cipher and match each letter to the "carol" line, then find the actual letter it stands for in the line below.
Eg: QE = IT, QD = IS
Sorry if my explanation is not clear.
